Question: well i have seen this character on photobucket alot. and now i really want to know if she is in an anime becasue i think shes really pretty.

In the third image, the Japanese says Tsubaki Risa. Who is a seiyuu. So I'd suggest searching which animes she has voiced for, since it is probably one of her characters.
As well, when I searched her name on google images, that girl came up, so it definitely is related to her.
check the artists and see if they have any books that they made or look for a copywrite on the pictures and talk to the artist
I think that's fan art but from the same author i think. Her UNIFORM though matches a bit of a similar character from an anime.

It's an art but it's definetely Tokiko Tsumura from Buso Renkin. The haircut and the uniform (The cross on the uniform).
