I love Ra's Al Ghul. Here is the villian that finally gives the hero his props. Most of the Batman gallery curse him for foiling him, Al Ghul looks to him as a hindrance, true but always respects him. And I really consider him the only constant equal in cunning and brains to the detective. He has a style without the silly gimmicks, nor the emotional damage, always seeming cool and collected.
Batman is good, Al Ghul is simply evil as the plan. A master criminal versus the unrelenting hero.
But you are consulting a huge and developed gallery of villians for Batman. In my opinion, the best in comics because even the ones that seem silly are dark and marvelously broken

Catwoman.

mr. freeze he was a challenge n a half for batman specially in the movie, batman and robin.

I would say Clayface. He was cool. Only thing is he probably could never take a shower or he'd turn into mud..

The Joker. I personally don't think he's crazy. I think he does violent and senseless and bizarre crimes on purpose. He creates such outlandish and ridiculously malicious plans, to convey the he is indeed crazy. So when he gets caught he always always goes back to Arkham Asylum. Lets not forget the old saying, "The greatest trick the devil ever pulled was convincing the world he doesn't exist"
Pure Evil, Pure Genius.
My fave DC villain though is Lex Luthor,
Marvel, Iron Man (Sorry I think he's a bad guy)

The most insane criminal that ever exsisted, the most sadistic, classy, prince of crime: The Joker. not to mention this guy keeps alluding death some how, all the while laughing like maniac, a true villain who's power is insanity

I don't care much for Batman stories, except those from 1939 through 1953 or so, but I think Two-Face is a wonderful character. I love his visual aspects, and his origin story (as a prosecuting attorney who has acid thrown in his face right in a courtroom) is compelling. The business with the two headed silver dollar, one side in pristine condition the other side scarred, also makes Two-Face unpredictable; anyone who will make decisions based on a coin toss is decidedly unhinged, and Two-Face can even wind up helping Batman and/or the police, depending on what he is trying to decide.
