I see you have strict guidlines, which is good because it helps narrow down choices. Here are some of my recommendations:
-Higurashi no Naku Koro ni (plot is a bit blurry and confusing, but it's a mystery genre so it eventually clears up for the viewer)
-Elfen Lied (although it is sort of mecha anime...)
-Spiral (part of it is sort of bubble-gummed with the one kind-of whiny character)
-Hellsing (I haven't really watched it or know much, but many people I know who liked this anime also enjoyed some of the same titles as you)
I hope this was able to help you a bit, although I'm sorry that I don't know many animes that don't quite meet your standards.

Slam Dunk is really great and funny but it's 101 eps.

The Melancholy of Haruhi Suzumiya (aka Suzumiya Haruhi no Yuuutsu). One of the best animes out there. It's only 12 episodes, but it's great. Hilarious too. There's not much action though, it's one of those high school based animes, but with minimal romance and better. One of the main characters is kinda whiny, but more sarcastic/cynical/pessimistic. The order is ep 2, 3, 5, 10, 13, 14, 4, 7, 6, 8, 12, 11, 9 I think.
If that's not your type, try D.Gray-man. it's on going, but full of action, and has awesome characters. Bleach, Naruto, HunterxHunter and Saiyuki are good too, but over 60 episodes, that's for sure.
Try Claymore. It is only 26 episodes and it has lots of blood.
try Darker then Black, Code Geass, Fate-stay night, Beck, Kaze no Stigma
