all neji needs to do is his gentle fist technique and rock lee is useless because he has no other jutsu. And with neji's byakugan, Lee cant get near him

I don't really like Neji that much but I would have to put my money on him. As said before if Neji uses his gentle fist Rock Lee has nothing else and his cakra points will be block. Also Neji can use his byakugan to possibly predict attacks. And if all else fails Neji can use his palm rotation as a perfect defense no kind of attacks can get through it and it is even better that gaars defense.
