What is the best anime that has like peole get powers??!

First of all, in my opinion (everyone has their own), Naruto is far from the best anime ever and does not match the category you are looking for.
A few that fit your description that you should look into include Claymore, Yu Yu Hakusho, Darker than Black, and perhaps Bleach (main character discovers his innate powers) and S-cry-ed (main character already has obtained his power but the show but others do gain their powers simply by being born in a certain area). Tenchi Muyo also matches what you want to a certain extent.
