even though the phoenix is a fundamental force of the universe, Wanda wins because she can will it not to exist. Proteus only reordered reality on a limited basis , never on Wanda's scale. And Franklin only has only shown telepathic powers, telekinesis, nothing on the scale of the other three.
I'd say it's a tough choice between Scarlet Witch and Jean Grey Phoenix. As we all know Scarlet Witch has altered reality to a point where Mutants are an endangered species. All this by saying, "No more mutants.". Jean Gray may be a mutant but she also is the host for the Phoenix Force, which is a Comic Entity. So out of it all, I would like to know if the Phoenix Force would leave Jean if she got effected by Scarlet Witch's hex power? If she did and the Phoenix Force leaves her, then Scarlet Witch would win the whole shebang. If not, it would be a pretty hard fight and I think Jean would die in the end if she wasn't a mutant because she wouldn't be able to sustain the Phoenix Force and it would consume her.
