Well he is suppose to be the ruler of Atlantis, with superhuman strength which ofcourse increases with contact by water. Marvel comics version to DC's Aquaman.
Actually, on a lighter note, when you look at him it looks like Mr Spock in his bathing suit, after a few years of working out!

Not counting those introduced in the eighties who are supposed to be centuries old. He has hulk level strength (as long as he's wet), has many of the abilities of other sea life, and can fly with the wings on his ankles.
