Hmm you are not quite right. First of all, I'll leave Q out cus I don't know much about him, never watched Start Treck, but I do know his really powerful from what I've read on all the CBUB fights, he can like move planets just by thinking and such. Anyhow the right order is:
Specter - he is the same as Marvel's The Living Tribunal, he created the DC Universe, so he is God, not even the Anti-Monitor can stop him
Galactus/Phoenix - they both weild The Power Cosmic and they are essential to the Universe, withouht them all it will be a chaos (I looked again on wikipedia to double check and The Pheonix seems a bit more powerful although they should be exactly equal)
Mr. Mxyzpttlk - he is essentially omnipotent, but still so it's Shuam-Gorath in his own dimension where he is God pretty much. However both Galactus and The Pheonix would be considered omnipotent plus they have The Power Cosmic
Q - Simply because he is just powerful, he is not omnipotent or has The Power Cosmic
I know you probably like Q a lot since he was on the top of you list, but the truth is that The Power Cosmic is above anything, look more into in on wikipedia if you'd like, so please don't vote me off just because of that, believe me, I do know what I am talking about. Also if you'd like to include someone else relly powerful I just you could include The Living Tribunal, Death, Infinity, Beyonder, Shuma-Gorath, Onslaught, Imperiex Prime, Eternity, The Celestials and last but not least Thanos with the Infinity Gauntlet or the Heart of the Universe, oh and M.O.M (Man Of Miracles)
Also, what I tried to prove above was not who's stronger as in raw power, but who's more powerful.

Tough call between Q and Phoenix.
Ruling Q out as he is Star Trek and the others are all comic related...

I would say Phoenix takes the cake.

After reading about Q, I would say it would be a close fight between Q and the Phoenix Force. But I think in the end, the Phoenix would win. When Jean Grey became the Dark Phoenix in The Dark Phoenix Saga,she consumed a sun and destroyed a solar system. So I guess Phoenix would win in the end.
