Do you mean cartoon characters that are supposed to be hispanic, or cartoon characters created by hispanics, or cartoon charaters found primarily within hispanic cultures, or cartoon characters created outside hispanic culture that later became successful within hispanic culture?
90% of all animation widely available is either American, Japanese, or Korean origin, so most of what might be known is probably not indigenous to Latin culture. In addition, those elements are so-cross culturalized, it would be hard to tell which the cultural origin actually is.
However, Walt Disney had several-
The Three Caballeros.
The little plane that flew over the Andes.
The Flying Burro.
& of course, Paramount, MGM & WB created numerous charaters, but the ethic (non WASP) elements were more characture that character (which is non-PC).
When I watch spanish language TV, all the cartoons I see played are American or Asian made cartoons that have been translated. Even children's programming doesn't seem to have much in the way of hispanic originated animation So maybe the reason we don't see actual black or latino characters is that there aren't many animators that are black or latino creating said characters for black and/or latino markets?
Maybe a market has yet to be developed for a authenic latino animation character.
If your question is to imply that the powers that be have an implicet responsibility to create, then exploit said market, then I have to respond by saying-go start drawing & knock yourself out. If the market is there, then by all means go get it & make yourself a ton of money in the process. There's plenty of dollars in Spanish language programming/television so don't tell me the money isn't there or there isn't enough Hispanic controlled media to make it vialbe.

the X's-creator has hispanic last name (but none of the charaters are identifiably hispanic)
Space invador Zim-Johan Vasquez (again, none of the characters are identifiable hispanic)
Minoriteam-(landscaper man is hispanic, but the whole show is based on racial characture).
