-fushigi yugi.. it's kinda old though, but it's good.. i think the graphics are fine. many romantic moments..
-flame of recca.. not much romance, but the male lead character (recca) is trying to protect the girl (yanagi) in there.. it's kinda sweet, i think..
-ginban kaleidoscope... it's a short anime, i think it has 12 episodes.. it has a sad ending though because after 100 days, they have to separate..
-colourcloud palace... the setting is old.. but i think the graphics are good..
-detective conan.. it's not really a romantic anime, but surely, it has romance in it...
-rec.. it's a good romantic anime.. it's kinda short though, about 9 episodes i think..

Here is one suggestion:
=> Tsubasa Chronicle
This is really good romance anime. It also has many comedy and fantasy, and as well as action and adventure. Combined with very nice background musics (aka soundtracks), Tsubasa Chronicle will be one of the first choices romance-anime fan should watch. It's semi-popular, so give it try, you won't be disappointed! I almost never heard anyone hate Tsubasa Chronicle unless they're crazy... =)
If you want to watch it with good graphic, my high recommendation is to download the episodes (I never download any anime, so don't ask where to download it. Ask some other people). Also don't download episodes at the same time or it will run slowly. Instead, after watching an episode, delete that and watch another one!

2- Shakugan no shana 2nd - 2nd season is out >.< (episodes 1-5 so far) (also there is the movie... check it out)
3- Gundam Seed/ Gundam Seed Destiny - >,< yea!
4- School Rumble (there are two seasons so far) - Comedy/love
5- Full Metal Panic/ Full Metal Panic Fumoffu/ Full Metal Panic The 2nd Raid - action (2nd season is funny though)
6- Ai Yori Aoshi/ Ai Yori Aoshi Enishi- more love than comedy
7- Kare Kano (His or Her Circumstances)- more romance than comedy
8- Melancholy of Haruhi Suzumiya - (random/funny/romance in weird way)
