His Uncle, Hinata's father should also be able to use them as they were things taught only to the main branch of the family (i.e. the heir), but Neji was self taught until after the Chunin exams so some of his techniques may be unique to him just ad Hinata's techniques are unique to her.
He anime has not shown much of who can use various techniques in the clan as we only really see Neji, Hinata, Hina's father and occasionally Hanabi, the rest of the clan are rarely seen except on mass.

Neji hits naruto with eight trigrams. And spin aboslute. One of the head members was watching and was amazed how a branch learned moves only the head family knows. So most of them can do the moves Neji does if they are strong enough

Yes, many others in the Hyuga clan can use those moves. Neji did not create them. Even Hinata and Hinabi can probably use some of them. Although I'm betting that 128 palms and a few othersthat you listed are pretty advanced.
No his uncle can do it too, just watch ep 62. Hinata can do the 64 palms it's just that she does a different verision that she created.
