Itachi has wrinkles because that is character design, without them he would look exaclty like sasuke. So it's easier for the audience to tell, as for Deidara

Deidara still has his eye, the gadget he has on it is his method of training it. On what? Against the Sharingan. When he was asked to be a Akatsuki member he declined and said he only wanted to do art. And so Itachi showed him "art" with his Sharingan. Ever since then, Deidara has wanted to defeat the Sharingan and has been training to do so. He reveals all this when he fights Sasuke.

If you never smiled in your entire life your skin would start to crease like itachis too. I mean come on, he freakin looks angry 24/7. I seen a partial smile on his face 1 time in the entire series.
Deidara just trained his eye to counter the Sharingan. Although it wasn't enough. He just got killed by Sasuke in the end.

well those are just itachi's facial features/bone structure. he's always had those.
and deidara's left eye has that thing on it because he is training it to counter genjustu, specifically the sharingan.
