I don't think it's on a TV channel. If it is, try The Anime Network. I have been renting Chobits from Netflix. It's a Pioneer title, so like I said, it may not be on any TV channel, at least, not one that isn't On Demand which requires a subscription from your cable or satelite provider.
I've yet to see it on T.V. or a commercial. Just go watch it on a video site or something. Or check http://www.tvguide.com to see if theres any listings in your area.
You can buy the DVD box set at Best Buy but the show is not, nor has it ever been on TV in America.

Chobits has never been on American TV and probably never will be. You can watch it online though. I know that the first six episodes are at animeviewer.net in English. You might be able to find the rest at crunchyroll.com.
You could always request the manga of it from the library or try to find a place where you can buy it.
