Answers: Was there a Brutus and a Bluto character?
Did Brutus evolve into Bluto?

Oh heck yeah!
Those were cool =)
Bluto's name was changed to Brutus because it was (wrongly) believed that Paramount Pictures, distributors of the Fleischer Studios (later Famous Studios) cartoons, owned the rights to the name "Bluto". (King Features owned the name all along as Bluto had been originally created for the comic strip. However, due to poor research, they failed to realize this, and renamed him Brutus to avoid copyright issues.) Oh well just a little bit of history.

Take Care!

I remember them!! Olive Oil was whiney!

I remember Popeye! I don't think Bruts involved into Bluto, though. I think they're two different characters.

Bluto was the name of the Movie character, brutus was the name of the cartoon character. But they are the same one.

Ya the dude liked spinach and always said woah!

Bluto was the original name of the musclebound character in the original Popeye cartoon series until it went out of production in 1957. When Popeye came back in the 1960-1962 Popeye tv cartoon, Bluto is already Brutus. They've changed the name in order to avoid copyright issues. They've changed the appearance as well making Brutus obese as opposed to the original character Bluto who had a muscular physique. But Bluto came back in the 1978 Hanna-Barbera Popeye series and the 1980 Popeye movie and in the 1987 Popeye and Son series. In the Nintendo Popeye video game for the Famicom Brutus is the name of Popeye's nemesis.

In the beginning he was called Brutus and later he was called Bluto. Maybe they got new writers.
