Are the American Naruto Box sets really Uncut? (the ones in english)?!

I own 4 naruto box set and yes its uncut like the Jap version.
For the swearing is not much but they do say like hell, damn, screw, and one time Sakura Haruno did call Naruto a Jackass.
They claim that it is. Currently, the fifth uncut box set that is due to come out in December of this year has an age rating of 16. Compared to the measly PG-7 showed on Cartoon Network, it should have swearing, blood, gory action, etc.
If it doesn't, consider it a huge ripoff and demand for your money back. In my opinion, the Japanese subbed version of the anime is way more liberal than the American version on TV, anyway.
no America has to try to avoid to much blood because of the younger audience watching
