If he is a Skrull it would explain Cap acting out of character in Civil War. However I believe it is a new and improved LMD and the Steve Rodgers is with Nick Fury.

I'm conflicted if he was a Skrull than that would wipe out everything that happened in Civil War and make it just another MArvel publicity stunt. (which I still think it is) On the other hand it would also mean that the bastion of heroics for the marvel u would be an alien invader. Of course Joe Q. in his infamous (NOT infinite) wisdom has decided that Steve Rogers is dead and he ain't coming back, at least not on his watch. IMPEACH JOE QUESADA!!!!

That would depend on where in the time line the real Cap was incapacitated and substituted with an imposter. Just one of a million ways to bring Cap back when Marvel finds they made, yet another, mistake.
