Okay, a pretty well-known one would be:

Fushigi Yugi. The girl is in high school, and it's fantasy so there are a lot of amazing powers and good outfits.

Another one is:

Sailormoon. I think this one has gotten kinda corny after the first few series, but it fits what you're trying to find. The main characters are in high school, and it's "magic girl" so there are powers and A LOT of different outfits.

Tenchi Muyo: Sorta sci-fi-ish and fantasy. The main character is a guy, however, but he is in high school... again... powers and outfits.

And of course there is this one (which everyone can't stop talking about, but it is good):

Bleach: high school boys... high school girls... ghosts, souls, hot "shinigami" guys... fighting... powers.... not so much on the outfits, though.

Escaflowne: Mecha... new world... high school girl... yeah! Lol!

-Tokyo Majin Gakuen Kenpuchou (high school setting, kick *** characters w/ powers, romance....some)
-Kekkaishi (High school setting, romance, powers...all check)
-Yu Yu Hakusho (high school, powers, romance...yeah)
-Gate Keepers (I personally don't like this one much but it perfectly fits your criteria...some people like it though..)
-Flame of Recca (High school, powers, romance....definitely)
-Card Captor Sakura (not high school...middle school I think, powers and romance)
-Gakuen Alice (Also not high school but still good, powers and lots of romance)
-Neon Genesis Evangelion (definitely high school, romance, no powers but super cool biomechas that save mankind!)
-Code Geass: Lelouch of the Rebellion (High school and powers...yes, little romance though...)

Well.... I hope you find some of these titles promising at the least. The outfits here are average to really good especially Card Captor Sakura and Code Geass as they are designed by CLAMP... They are all worth watching. I personally don't mind the outfits and consider good outfits as a "plus" but if you really want, try other works of CLAMP. ^_^

ouran high school host club - well a girl, mistaken as a guy is a scholar in a school for very rich people.. and suddenly he became part of the school's host club pretending to be a guy because of the vase she broke.. and when the other members discovered that she's really a girl, a very beautiful girl, they started falling for her.. no amazing powers but good outfits, yeah! different in each episode.. you'll see..

gakuen alice - students that study there are really gifted, talented children with special powers called alice of "...".. a girl entered there with a very lame alice.. there is also a very hot guy who's alice is fire and he is very cold to everybody, a bad boy indeed.. but very hot still.. he started to fall for that girl eventually..

zero no tsukaima - this is awesome i tell you! its setting is in a different world in which they have two moons.. well, nobles study in that school and as a noble, you have to summon a familiar(like a slave or something) and a girl there who doesn't have that much ability, summoned a commoner from japan from earth as her familiar.. then their adventures began..
