Piccolo because he is part of the DB universe, which is unmatched by any other universe in terms of power. Piccolo had enough power to blow up an entire planet part way though DBZ, and his powers have only gone up expedentially from there...

Naruto can't match him in terms of power, and he doesn't have any crafty/cheap abilities that could take care of Piccolo. No contest.
