Hmmm....think about this for just ONE second: The kids would be normal, because all of the "improvements" each of the adults had done was done by DOCTORS to save their lives (or done to create a new "super being").

That would be like asking if a surgical leg amputee and a surgical arm amputee would have a kid missing limbs. Of course not....because the parents were both BORN normal.
If we're talking the original 1970s versions of the characters, it would be normal.
If we're talking the current version, which would be kind of hard to do since they have not established a 2007 version of the Six Million Dollar Man adjusted for inflation yet, then it might be a different answer since today's bionic people involve nanite technology as well as cybernetic limbs.
You're guess is as good as anyone else's as to what those microscopic little computers could do to a developing fetus before it is born.
