There is no season 2. 13 episodes is all you get, sorry. The manga has a little more story to it.

The song in the link is "Mad World" performed by Gary Jules, most famously used in Donnie Darko. It's a cover of an old Tears for Fears song.

Nope. No season 2. The anime just ends in the middle (likely it caught up with the manga, and they decided to wait and never came back to it). The manga continues, but gets really bizarre and seems to break some of the rules already set out in the universe.

There is no second season of Elfen Lied, so sad. And the name of that song is Mad World by Gary Jules, well this version, I love this song it was on the Donnie Darko movie. Anyway, hope this helps.

well they were thinking about it but then there wouldnt be anything to start it off with so they just left it at one season
i heard there was a new elfen lied series coming out but its still in questioning and even if they did bring it out it probably would not come out until late next year
