Clancy's Luthor was just evil and cunning. There were no redeeming qualities to him whatsoever.
I like Michael Rosenbaum because you learned to hate him but before you could, he was someone you sympathized with. As each season passed, he became more and more unlikeable. Gene Hackman, without a doubt Spacey, Hackman was good but he never seemed malevolent enough, Spacey was pure evil and psychotic. Gene Hackman, John Shea, Michael Rosenbaum and then Spacey.
