color because he left to train with jiraiya so he couldn't participate in
the chuunin exams to move up i ask the same question It's because he spent two and half years training with Jiraiya. He wasn't able to retake the Chuunin Exam because he was away from Konoha.
P.S.
Just because Naruto's a Genin doesn't mean he's a wimp. because he left to train with jiraiya for like two years so he had to leave the village. naruto went to train with jiraiya for 2 and a half year...so he is still a genin... By that point, rank means nothing for power. Both Naruto and Sasuke are still gennin, but are Kage-level in power. i dont think naruto is Kage level yet.
his chakra might be great, but his skills are minimal. he couldnt even catch Kakashi.
just remember that. but sasuke might actually be Kage level since he trained with orichimaru. but i agree, naruto just never did retake the Chunnin exam. naruto went to train with jiraiya for 2 and a half years so he is still a genin because he wasn't in konoha to retake the exams. he didnt took the exams.he went away for three years doing some training with jiraya Well, Naruto went outside of Konoha with Jiraiya to train. He didn't got to attend the chunin exam and even Sasuke is still a genin its because he left with jirya for 2 and a half years to train,and when he gets back konohamuru is a genin and and the 5th hokagay sunaday has been added to the great stone wall.
