If you notice all the other characters stay WAAAAY out of her way when she's set on something. probably videl...but chi chi is really strong too!! well i will have to say chi-chi as she can scare a super saiyan...well so can videl. but all up i will have to say chi-chi If chi chi was pissed off she would win because in one ep she kind of went her own form of super saiyan with a red aura. If she wasn't pissed then videl would win hands down.
