When you ADD someone to your 360 page........?!

When you ADD someone to your 360 page........?
When you try to ADD someone to your 360 page........?
and it doesn't come up with an "invite" but says you can add them to your favorites and the person won't be notified.......why is that different? Is it in their settings?
I'm only posting this here because there are so many people in this category and in the correct category, I got only ONE answer.........sorry.
