does that mean they are blocking your ip address ?
Answers:
I means basically that you have used yahoo alot and you are blocked out for a short amount of time. Mostly it's just a 4 hour thing. I have had it to last up to 24 hours before in the pass. The best thing to do is log out of your account and clean off your cookies and history. Then an hour later go to yahoo.com then to answers. Once at answers do not log in. Go to the UK site and log in from there. Then you should be able to answer again. If not log out and wait for the 4th hour. I like to move around from us to uk or Canada. Then it helps me not get the error 999
