Answers:
Yes I would, as well as making sure my room was locked, or the fridge was.
As to how soon it paid for itself it would depend on how much you paid, and how much food you were loosing. Like if you bought $40.00 of food and he took around $20.00 worth each week, then if the fridge was $200 it would pay for itself in 10 weeks, (plus electricity).
I think its so rude for someone to take the other's things just because they share a place.
The other alternative is to charge him/her half of your grocery bill. Maybe that way they would understand its not FREE.
