Why is it in some cities that no matter how TALL the building is, there is NEVER a 13th floor?

A long time ago(I am not sure what city, but I think it was Chicago) there was a hotel that had a really bad fire. The people on the 13th floor perished.
Because people are so superstious, no one wanted to stay on the 13 floor anymore, so they changed the 13 floor to the 14th floor. That is why in the elevator goes from 12 to 14. It isn't that there isn't a 13th floor, it is just to make people feel comfortable, they call it the 14th floor.
