to answer your question: she is not a good role model but she is suitable- she has handled fame VERY well and it is not easy being stalked and chased by photographers 24/ 7!!

which 15 year old celebrity dresses appropriately these days!? demi and selena wear the same kinds of clothes as miley and dont get any stick for it! selena has worn dresses which show off some cleavage- just like miley!
