T.V. show from the 90's?!

So it starts out about a girl who stole some pictures from a camera shop!. she then was arrested and since it was her 3rd crime she had to choose between prison and montanna!. She chose Montanna!. She stayed with her aunt, uncle and nerdy cousin!. She was kind of sarcastic and he (cousin) just took it!. I think she found a horse in the field and started taking care of it or something!. she wore black a lot and had gone to a private school before she was sent away!.
