I think that it is because Heath Ledger was a better-known actor, and he had a big movie scheduled for release.
Brad Renfro hadn't done anything except drugs in the years before his death; Heath was actively working on projects that were highly praised (like the new Batman) and had no drug problem. Brad simply faded into the background.

Because Brad was a constant drug abuser, a total snake and had absolutely no friends when he died. He was a has-been, he hadn't done any serious acting in 8 years. He was a complete addict, he screwed over everyone he was ever close to, he had mush for brains and he did it to himself. Good Riddens!
Because Heath was an A-list and well respected actor. Plus he was nominated for an Oscar award for one of the most talked about and controversial movies in Hollywood history. That alone separates him from the rest.
