You 'need' to tell us what these signs are first. It's possible but no more likely than if you hadn't had these 'signs'. Usually I'd say zilch (personal experience) but Jonas Bros are alright so it's possible. Just do everything in your power to make it happen because there will be a lot of people who want the same thing. What makes you stand out? A crazy hat? Being there half an hour before everyone else? Staying after to try and meet them? I met the lead singer of Symphony X this way :)

No. I don't know if you mean "Signs" like people talk about "signs from God" or Signs like you hold above your head, but either way, no you're most likely not going to meet him. Sure there's a chance, but not a very good one.
