Yes it's true. His voice was "mixed" with a guy's named Drew Seely. Drew also joined the HSM cast on the concert tour they went on about a year ago as the role of Troy because Zac was busy filming the movie 'Hairspray'. However, in the second movie Zac does do all of the singing. But to answer your question, yes he did lip-sync in the first one.

Drew Seely (who is also his understudy on the HSM tour) sang in the first HSM. They claim that it is Zac singing in the second HSM and in this new one! I heard he is getting $3 million for HSM3, so he better be singing!!!!!!!!!!!!!!!!!!!!!!!!!
yeah it is true and its because they knew they had to go on live a nation tour he couldnt attened be cause he was filming the movie Hairspray, he just acted in it while mouthing to the voice of Drew Seely. he did sing in the second one though
