He has vitiligo and his makeup was smudged on the end of his nose, revealing some of what is left of his pigment. He also obviously had not shaved in a few days.
I think the problem is that he tries to take care of himself too much and overdid it.

And his nose has had way too much work done on it, but it looks like the bleaching that he does to his skin may have irritated his skin and is peeling off. He is not from this planet. That looks pretty photoshopped to me. Maybe it is just the bad quality of the pic though. Yeah, it is pretty creepy. He scares me, sorry! Hope I helped! :)
