If you did, you'd know that a hoochie is a girl who gets drunk on the hooch and has been around the block a few times for it.
Well.....a coochie is her private part. "Hot" refers to being in heat, like a dog when ready to mate.
So if you were thinking along those lines, yes, that's exactly what that means.
