Question: *thinks* well honey, i've never once asked for an autograph, as i don't see a purpose, they're just people; BUT this is basically the way it goes:
You mail it to their fanclub addy (or whatever) your letter is opened, read through by an assistant or staff member thereof, and then a pre-signed or printed autographed photo of the celebrity is thusly stuffed into an envelope and mailed to your address.
That's the way it works. It would simply be too much and time consuming for the celebrity to sit and sign photos of every fan or person that asked for one, as the requests came in.
You'll surely get an autographed photo, but it'll be pre-signed.
So long as you're okay with that, i don't see a reason why you should not ask. Every celebrity understands the importance of their fans. If you want one, Go for it honey.

They can, but probably won't. A few years ago I asked. i didn't get an autograph, but I got a photo with a printed on signature. Most celebrities' organizers probably wouldn't totally ignore you. Try. If they don't, at least you tried.
It won't hurt to try.
I'd think they're very busy and don't even read their own fanmail. They probably have their assistant sort through all the letters they get. If I were you, I wouldn't hold my breath to get a response from them. They probably don't respond to anyone, but you never know. It could happen.
I think you'd have a better chance of getting autographs of your favorite celebrities on eBay. I hope that doesn't burst your bubble, but it sounds pretty realistic that they won't (if that sounds harsh, I didn't mean for it to be).

oh come on. think. i dont think they will send u a autograh and i they wont send u back anything. they have better things to do then send pics of them with autographs. if i was a celebrity i would just look at the card then ok its going in the trash and i wouldnt send anything back.
