Question: First let me say that I find him repulsive.
As to your first question. Hard to say. Let's round up all Dr.'s from all over the world. Then we can give them personality tests and figure out if he is.
As to your second question, the first amendment provides protections for people as you know. To "stop him" would require a coordinated effort of all networks currently willing to put him on the air.
Unless however, one might be willing to kidnap him indefinitely and bind him to a chair with a gag in his mouth. But that's illegal. And going to jail is possibly one reason why 'somebody' doesn't stop him.

I so agree. He's not even a real psychiatrist, he's totally exploiting the Spears family to improve his sinking ratings.
