Queen Victoria, QE2's great-great-grandmother, I believe the article said, was longest-reigining British monarch. She was on the throne for 63 years. QE2 would pass that if she's still reigning in 2015.

The wording of your question makes it so that the sitting British monarch would always be the correct answer. The "still be on the throne" clause requires that it be the sitting monarch. If Charles became King tomorrow, he would be the oldest British monarch to still be on the throne.

If you weren't trying to make it into a syntactic brain-teaser, then maybe you were asking who was the sitting British monarch who reigned at the oldest age. As of today, I believe that is also Elizabeth II.
