He is metro sexual (obsessed with his looks)

It can not look cheap
Even though he is a skater, he likes name brands

If he likes skateboarding then he's probably an adrenaline junkie. I would look into giving him an adventure.

You could also look into so called "Introductory Flights" at one of your local flying schools. They let you fly the plane, usually lasts about an hour or so.
Also look for "Adventures for Two" or the like. Not many people expect to be given an adventure as a gift.
Or just pocket the money, put a bow on yourself, and tell him that the day belongs to him. Use the money to take him to do whatever he wants.

or rent him a place to skate (u know one of hte places designed for professional skaters)

700 bucks??? thats a lot. buy him a new skateboard or something if he likes skating you could also take him on a nice date or something.
