Carlos Mencia, by far. Chappelle is a racist and race-baiter who obviously has a problem with white people. Mencia likes everyone (but still makes fun of them) more or less equally.

Dave Chappelle , he has more range . Plus Dave appreciates hip hop culture, which has greatly influenced pop culture. So it gives him a demo, of mid -30 something's to teenagers that relate to his subjects.

Dave Chappelle. His humor is sharper, and he's funny and honest in his humor. Mencia thinks he's so cutting edge, and he's not. His jokes are tired and stereotypical. Chappelle offers a unique point of view.
Also, it really bothers me when Mencia always talks about how unpolitically correct all the time. It makes it seems like he's trying to hard to be unpolitically correct, and not on the actual jokes..
