Question: does he have a problem with his face because whenever he sings, his top lip goes up at a funny angle.

My sister lived on camp in Stanmore in the 70's!
he was in a bike smash in the late 80's and at one point looked like he might loose a leg, i first met billy way back in 1978, he was a young lad about my age and was into the punk Sena and hung out at the bars and clubs that we use to go in.
i think in them days he was the best looking guy Ive ever seen with his blond looks and sexy grin he use to have girls lining up out side the toilets to have sex with him.
sadly i think his wild living has well court up with him and the last time i talked to him ( about 2004) he was into clean living and chanting
When he wiz at the peak o' his career in the punk days, his wee lip thing wiz sort of a trade mark thingy. It wizznae until much later, he got smashed tae bits in a driving accident. Rebel yell!!!!!!
