I would assume that a vast majority of the money is set up in trust funds that she would not have access to until she is an adult.
Besides, the point of the show is that she is a popstar by night but just a regular girl by day and if she was loaded with money it would kind of look suspicious.
it's all in an account, teens cant get a hold of mega millions they make until there 18, usually. like daniel radcliffe had to wait until he was 18 to get a hold of his 500 million or however much he earned from Harry Potter.

there is a law that states X% of a movie star child's earnings go to a trust fund. when they're 18 they can have the money.
its a tv show 4 thing. she tries to be normal...i'm sure she doesn't want to spend her money on her brother(lol unless she was really happy) and she didn't right the scrpt. oh and did i metion in real life her parents keep her on allowence? she doesn't even spend the money she makes. probably goes into savings. smart.
