I don't think Miley Cyrus gives her email out to fans, just for security reasons.
I've met and even talked to a few celebrities actually in-depth (I interviewed them) and they didn't even give me their email address.

she has a personal myspace. her myspace provides her email. just search for her name in the web and write a letter to her asking for her email. she has a yahoo email address.
