That's a really good question. I'm going to say that it started the transformation in the late 70's with David Bowie amongst other Glam Rockers. Also, we can't forget Momma Brady who had the 'party in the back' thing going on. The mullet really took off in popularity in the 80's and early 90's though. Then it came back in the "scene-mullet."
