It just comes down to money. You can make an example with stalking one paparazzo, but it wont deter the hundreds who can make a year's worth of income in just one picture. Its quick money. Im not justifying what they do by any means.
Also, unlike celebrities, the paparazzi have nothing to lose.
You mean follow them around and take their picture all the time?And what purpose would that serve?And who's going to care?And how is it going to stop somebody from possibly making thousands of dollars from the right pic?
I have heard of various celebrities taking pictures of photogs to show them "how it feels". In many ways I don't really feel sorry for celebs. Having paparazzi follow them around is part of the job.
