In the second High School Musical, they already knew that Zac Efron's voice was low so they wrote Troy's parts lower.
And yes, this is why Zac Efron wasn't in any of the concerts, because he didn't actually sing in the first movie except for the first few lines of a couple songs. And no, it wasn't because he was filming Hairspray, it's because he didn't sing in the first movie. They picked Drew, cuz at that time Zac was filming Hairspray. What??? I'm sorry but I have no idea what you're talking about.
