Unofficially, yes, since that there are a lot of back door negotiations. They probably even pay the government to play the 'sent Paris into jail' act, since there's NO WAY someone could screw up so much that Paris ended up in jail and there's NO WAY the government would imprison Paris unless they were paid.

Maybe the Hiltons want to learn to manage prisons? A lot of prisons these days are managed by private companies, one warden even complained that prisons these days are more like hotels than prisons.
