Why do actors in their late 20's play 16 yr olds in teen shows?!

Question:

Why do actors in their late 20's play 16 yr olds in teen shows?

You can tell they're older and the don't look 16. It's daft. The acting isn't great either. Would it hurt to get someone who isn't in their late 20's and early 30's?
Buffy the vampire slayer (some actors were older)
Roswell
Smallville
Dawson's Creek
One tree hill
The list can go on and on. I get that most teens would be in school. If they're going to hire older people then at least make sure they look the part. Not some 6' over guy with big buff muscles.

YES but WHY not get someone who atelast looks the part. Are you telling me that 16 yr old boys look like Tom Welling?

Answers:

I hear what you're saying. I never saw any guys in high school who looked like Tom Welling or Luke Perry on 90210. They should get people who look closer to 16. I don't think it would be that hard. I'm 23 and can pass for about 12 sometimes. I think it's just that casting agents and producers want to make these teen shows where the kids are behaving in very adult ways (One Tree Hill comes to mind) where they pretty much do as they please and their parents are almost invisible because it appeals more to teen viewers to watch a show where there is more drama going on. Plus I think they want everyone on the show to be sexy and attractive and you don't really get that if you have someone on the show who looks like a teenager should. For example, Tom Welling is very attractive and tall and has a nice body and is a hot guy even though he can't really pass as a teenager. The guy on One Tree Hill who plays Mouth is the only one on the show who actually looks like a teen but he's not very sexy. Sex and attractiveness sells and I think that's what its all about. Look at the O.C. Everyone on that show was gorgeous, even the parents.
