Nelly, back when she started, didn't look all that great. Fergie, when she was with Wild Orchid, she looked pretty much the same as she does now. So, I would say as far as looks go, Nelly improved with time, but Fergie was always hot.
As far as singing, I think she is the far better singer, since she has more vocal range then Fergie. Nelly's songs in the beginning weren't that great, but she is a better solo artist. Fergie is much better in a group, as a lead, she can't really sing.
